What is PICA?
Parents In Community Action, Inc. (PICA) is a private, non-profit agency designated by the federal government to operate the Head Start and Early Head Start programs in Hennepin County, Minnesota. The agency was founded in 1969 by Head Start parents. Today PICA serves nearly 2,500 children and families and offers a variety of programs and services for children and families in addition to Head Start and Early Head Start.

How do I register my child?

What do you charge for your services?
Services are provided at no cost to eligible children six weeks to five year and their families.

Where do you get your funding?
PICA is funded by the federal, state, and county governments as well as by private donors and foundations.

How is PICA Head Start different from other preschools?
Several unique aspects distinguish Head Start. The first is its flexibility. Referred to as “local program design” Head Start is to tailor it’s program to meet the needs and strengths of the community it serves.

Secondly, Head Start is a comprehensive program and includes the delivery of health, dental and social services as well as education.

The third distinctive aspect of Head Start is the idea that parents should participate, both on administrative policy committees and in their children’s education.

What services are provided for the children?
The following list is a sample of the services provided to enrolled children:

  • Individualized educational experiences
  • Medical, dental & mental health services
  • Speech, language & hearing screenings with additional follow-up, where necessary
  • Nutritious meals & snacks
  • Transportation
  • Field Trips

What services are provided for the parents and/or families of enrolled children?
We work together, as a team to assist the family in meeting it’s goal and needs providing the following services and programs:
